California Senators ask to de-certify all touchscreen voting systems

The following is the letter sent by CA Senators Perata and Johnson asking
CA Sec of State Shelley to de-certify all touchscreen voting systems for this
November's general election.
The request doesn't explicity involves voting machines producing
Voter Verifiable Paper Audit Trails (VVPAT),
and this is strange to me since VVPATs, despite of all the talking about them,
don't add any security about the results as demonstrated here.
In any case, the letter confirms our concerns about electronic vote are valid.

Dear Secretary Shelley:
As the Chair and Vice Chair of the Senate Committee on Elections and
Reapportionment, we are respectfully requesting that, pursuant to Section
19222 of the Elections Code, you decertify the use of touch-screen voting
systems for the upcoming November 2, 2004 General Election.
The number of California voters who were disenfranchised during the March 2
Statewide Direct Primary Election as a result of failures related to
touch-screen voting were both unprecedented and unacceptable.
According to an analysis conducted by the Los Angeles Times, approximately
7,000 voters in Orange County alone were provided incorrect electronic
ballots. Furthermore, scores of voters in both Alameda and San Diego
Counties were evidently turned away from polling places due to a variety of
electronic malfunctions.
Section 19222 of the Elections Code provides that, "The Secretary of State
shall review voting systems periodically to determine if they are
defective, obsolete, or otherwise unacceptable. The Secretary of State has
the right to withdraw his or her approval previously granted under this
chapter of any voting system or part of a voting system should it be
defective or prove unacceptable after such review." It is apparent to us
that touch-screen voting systems have clearly proved themselves to be
defective and otherwise unacceptable.
We fully appreciate the magnitude and ramifications of this request. That
is why we are prepared to seek concurrent urgency legislation, if
necessary, to ensure the integrity of the Presidential election.
